Transfer, initial contact and listening watch

Treat a handover as a completed exchange rather than a successful knob movement.

When is a frequency transfer complete?

Selection and establishment of communication are different events.

Receive, verify, select and establish

A transfer instruction identifies the next station or function and assigned channel as applicable. Read back the required channel designation accurately, select it using the installed equipment procedure and establish contact with the correct unit using the prescribed initial-call information. Tuning a radio does not prove that the unit heard the aircraft or that the aircraft heard the unit.

An initial call uses the called station followed by the calling aircraft’s full identity. The required supporting information depends on the service and promulgated procedures; it can include the current level and assigned level where appropriate. Do not assume every transfer uses one universal script, or that a successful radio exchange transfers every aspect of control authority by itself.

A believable voice on the wrong channel

The synthetic controller assigns 121.800, but the pilot selects another active channel. Hearing speech may be reassuring while the intended unit never receives the call. The drill separates correct designation, station identity and an acknowledged exchange. Only satisfying the relevant conditions closes its communication-transfer chain.

If contact cannot be established, use the appropriate restoration procedure, including the previous channel and other suitable means as applicable. Avoid repeatedly transmitting into a silent or wrong channel while assuming the transfer succeeded. A correct readback can still be followed by a selection error; a correct selection can still be followed by terrain masking or a blocked call. Checking each stage makes the next corrective action specific rather than reducing every failed handover to an unexplained radio malfunction.

A further distinction

In the absence of advice to transfer, notify the ATS unit before changing frequency under the rule. After a change of voice channel, SERA.14065 initial contact includes the unit, call sign with HEAVY/SUPER as applicable, level including passing and cleared levels if not maintaining the cleared level, assigned speed if any, and additional required elements. The initial tower call has its specific position requirement. Quietly leaving a channel can break contact even when every radio is serviceable.

How does MONITOR differ from CONTACT?

The expected response changes with the instruction.

Listen versus establish

CONTACT directs the aircraft to establish communications with the specified station. MONITOR directs it to listen on the specified channel. The difference matters on a busy frequency: an unnecessary check-in can add congestion, while failing to call when contact was required can leave the receiving unit uncertain about the aircraft’s communication status.

During flight, maintain the watch required by the competent authority and do not cease it, except for safety reasons, without informing the ATS unit concerned. Emergency-frequency guarding requirements and recommendations depend on the route, operation, equipment limits and duties described by the applicable rules. Do not replace those conditions with an unconditional assertion that every radio must always listen to two channels.

Two radios are not two simultaneous conversations

In the synthetic cockpit, one receiver monitors the assigned ATS channel while another provides a permitted secondary watch. If both channels speak at once, the crew still has a finite attention resource. The diagram shows simultaneous audio occupancy rather than implying that installing two receivers guarantees comprehension of both messages.

A handover labelled MONITOR places the example in a listening state; CONTACT requires a successful call-and-response state. Change the instruction without changing the frequency and explain why the completion criterion changes. If workload or an equipment limitation affects the required watch, manage it using the applicable procedure and communicate the necessary limitation. The goal is reliable availability to the appropriate unit, not merely the appearance of two active frequency windows on a panel. Recheck who is transmitting and which receiver is selected before answering a call.

Can you explain and apply the mechanism?

Four original questions. Work from the stated facts, then compare your reasoning with the explanation.
